The Raiders signed Shorter to the practice squad Tuesday.

Shorter has appeared in all seven regular-season games for Las Vegas this season but lost his 53-man roster spot to Tyler Lockett on Monday. Shorter has played five offensive snaps and another 81 on special teams.

The move corresponds with the Raiders signing veteran wide receiver Tyler Lockett to the active roster. Shorter was signed to the Raiders' active roster in early September after initially failing to make the 53-man squad at the end of training camp, though he mostly saw the field on special teams. Assuming he clears waivers, the third-year pro will look to join a team in need of depth at special teams and wide receiver.

Shorter played wide receiver in college at Florida but attempted to convert to tight end in the NFL. The 2024 fifth-round pick of the Bills played in 10 regular-season games with Buffalo last season but saw action almost exclusively on special teams. Now back at wide receiver, the 6-foot-5 Shorter will provide depth for the Raiders following Thursday's announcement from Amari Cooper that the veteran wideout is retiring.

With Shorter sidelined for Sunday's contest, Harrison Bryant will serve as the Raiders' No. 3 tight end behind Brock Bowers and Michael Mayer. Shorter's next opportunity to play will be Week 15 against the Falcons on Monday, Dec. 16.

At 6-foot-4 and 223 pounds with a 4.55 40-yard dash time, Shorter becomes a very intriguing vertical threat at TE if he can make it onto Las Vegas' active roster at any point this season.

Once a top recruit coming out of high school, Shorter never put it all together at Penn State and Florida before being taken in the fifth round of the 2023 NFL Draft by Buffalo. He missed his entire rookie season with a hamstring injury and then dealt with a knee issue this summer. Shorter played 52 offensive snaps this preseason but caught just two passes for 15 yards. At 6-foot-4 and 223 pounds with 4.55 wheels, Shorter has a tantalizing blend of size and speed but has yet to realize that potential.

At best, Shorter will be a backup to Davis in that role in the Buffalo offense and it's unlikely that he will develop into an every-down player.
